Exactly, there isn't a distinction between positional and tactical anymore as the two build on each other. Good tacticians have to get in a good position to use those tactics, good positional players know how to spot tactics that might ruin their position. Its more of an aggressive vs a cautious player, aggressive players tend to grab an advantage then use it. Cautious players tend to grab an advantage, restrict counterplay then use their advantage
