Since I have started playing chess on the internet I saw a lot of poor sportmanship, a sort of mercenary attitude regarding this beautiful game at all levels. By this I understand: playing for the win when being seriously down on material just to annoy and harrass your competitor, a bad attitude on the chat(like congrating a losing oponent with good game after taking two pawns or a knight, or even insulting) and, the most prominent of all - Refusing/Ignoring Rematches. Sometimes I feel like playing with a bunch of robots without heart or trolls...(lol)...
It is not against the sportsmanship policy to either play when down in material (even if clearly lost) nor is it against the sportsmanship policy to refuse rematches. So these portions of your recommendations will certainly not be implemented (unless Chess.com were to update their sportsmanship policy in such a way - which is virtually impossible in my opinion).

My advice to chess.com staff is to implement and publicly display a fair rating system and, this way, all players to have an incentive to play clean. Besides this, all players should be asked if they prefer to play rematches or not and pair them with users having similar preferences. It may happen to be in a hurry and not be able to play a rematch so and then but NOT all the time, especially when winning after a mistake from your oponent and not by merit! Each player should have the posibiity to deny a few rematches, but not all challenges and, more specifically, play with someone else immediately afterwards. It's a malignant and childish attitude seen by me at all levels 800-2000.
If such a public fair rating system would be implemented I think that all of us will play chess on a better environment.
