You could say the arbiter was stupid in stopping a game after 6 moves for such an inconsequential affair. And really because So had found a way around the rules the arbiter had told him he was embarrassed and felt he had to save face by stopping the game. The arbiter was surely the one with a huge ego and disregard for the spirit of the game. And this is where the main supidity in chess is, the bureacracy and politics of those in charge, the people who think they are bigger than the game.
Some people suck up to authority and some people are like starrynight14.

Sorry the info i posted in this thread was wrong. The FIDE site as well as other sites which would know all say that the first offense is 3 years and a second one is 15 years. Sorry for the mis-information. I deleted my original post.
