Because almost every legal move wins. You selected some random moves that you call "the solution", but everything else is just as good.

Bc8 is a horrible blunder. Black can play other moves and not get mated immediately.
Rf3 is not even the best move.
I don't think you understand what a chess puzzle is. Or a puzzle in general.

#1: The solution doesn't use the best moves. It only gives a quick mate because Black makes a mistake. None of it matters anyway because White can do pretty much anything and still win.
