What is the goal of puzzles? I'm new to chess and don't understand since the goal does not always appear to be checkmate? How do I know?

If the goal of a puzzle isn't specified, you can assume that it's to find the best move by the side who has the move. The best move is typically to force mate in a few moves, or if that's not possible, to gain a large material advantage so that a win is inevitable. In some positions (like the current Daily Puzzle of 9/15/2017), the other side is well ahead in material and the best move is to force a draw, because any other move would lose the game.
