Would you trade a queen if you stole both your opponents rooks with it?

Depending on the position, two Rooks are usually stronger than a Queen. I have won several games where I traded my Queen for the two Rooks.

Ditto. It depends on the position. I believe I read that one of the critical considerations is whether the rooks are coordinated or not: coordinated rooks (like on an open board) are worth more than uncoordinated rooks.

Open position favors the rooks (but only if they are coordinated). Closed position favors the queen. Like with all material imbalances, everything depends on the situation.
