Question about flagging rules

If one player flags when the other player is in a stalemate position (with sufficient mating material), does the other player win or it is a draw? This almost happened in an OTB game when I forced a stalemate from a losing position when my opponent became careless. He took so much time trying to figure out whether there was any way to prevent stalemate that he almost flagged.

Unless there is a forced stalemate on the board, the player with time should win. If the continuation is forced and is stalemate, it would be a draw

Thank you. That makes sense. A player shouldn't be awarded a victory when he doesn't have any moves.

If your opponent flagged before making the move that would stalemate you, you would win, provided that you still have sufficient material to checkmate.
