Question about online chess from new member of the site

I apologize in advance if my question is in the wrong forum section.

I became a member of Chess.com couple of days ago and I started two online games. In one of those I played as white made one move and started waiting for my opponent to play. Today his time expaired with out him ever making a move at all. Currently I have only one game in the list of my current games, the other game that goes ok, and I can find any record of the one where my opponents time expired. I didn't get a win, which I personaly don't want since the game didn't go further that one move I made but it got me worried.

If people can just let the time they have for their move expire and the game goes away then they can abuse this any time they are in a bad position in online chess.

And if players can refuse to play with me even after I accept their open chalenge should that be handled in some other way.

Could somebody please explain to me what happened?

The game doesn't go away if they let the time run out in a bad position. The game is a loss for them. What you witnessed was the time running out while it was still possible for the opponent to abort the game. You should have the same option available if you notice the opponen isn't making their first move.

I think all games need a few moves before they are counted. Not sure how many. Maybe four. If the game ran longer and the time ran out, you would have got the win.

I find that not really correct in the rating system. If you sign up for a team match for example and you don't move, the game is considered as unrated. Why sign up in the first place if you have no intention to move your pieces? And why are there no consequences for such players?
