It's used to indicate which side has an advantage.
- +- White is winning
- ± (or +/-) Advantage for White
- +/= Slight advantage for White
- = Equal
- =/+ Slight advantage for Black
- ∓ (or -/+) Advantage for Black
- -+ Black is winning.
- ∞ Unclear

Usually somewhere in most books is a page or 1/2 page explaining the international notation.
I am reading a book where they use the standard notation, with ! and ? for good and bad moves. But they also will follow this with + and - as well, and sometimes the + is on top of the -. What does this mean?
