I think that the ban and stripped title are appropriate.
Lifetime bans for first offenses are ridiculous. Keep in mind that they aren't "just" risking a three year suspension, but most likely the loss of teaching/coaching opportunities as well, etc.
Since it's textbook fraud, I imagine if they won 5 figures through cheating they'd lose the money plus whatever criminal penalties apply. So a 3 year chess ban would be the least of their worries I'd imagine.
3 years does seem a little short though.

Well, an ipod with a chess app. Pretty close though.
What I find funny is people (apparently) leave their game on the device. Sure it saves time, but if anyone finds it you have no way to deny it's yours.

I can understand cheating at lower/amateur levels, I can understand online cheating, cheating for money prizes etc. But a titled player? A player with a GM title?! Must've started a long time ago, I don't believe you can get there and then one day decide "ok, I'll cheat tomorrow!".

Essentially yes. He wrapped it in toilet paper and hid it.
But "running" to the bathroom after each move was too suspicious to ignore apparently (lol). So when he left, the director went in and searched.

Well they did ban him for 3 years AND he's no longer a master... If he does come back in 3 years he's gonna have a hella hard time playing at that high of a rating!

No way. This should have been a lifetime ban, period. One and done at this level of chess. If you want to limit the penalty to suspension for some kid who cheated in a local scholastic tournament, great.
FIDE is sending the message that GMs can go ahead and try to cheat, and all they risk is a 3-year suspension which weighs pretty nicely vs. the chance to cheat their way to a 5-figure prize that beats their annual salary in a few days.
