While a lot of games are automatically checked, not every single one can be. Reporting can help find problem accounts more quickly but the site also wants to be absolutely certain before closing accounts, so it can take longer than some would like and a lot of reports are against clean players, which can add to the time taken to act.

I'm sick of playing ratings cheats or Bots. I don't mind losing in a good honest game but there are days when the computer obviously decides that I'm not going to win a game that day to anyone no matter how low their rating. There are other days that I beat everyone no matter how high their rating, and I don't like that either.
