How do the ratings at chess.com compare to USCF ratings?  My USCF rating is about 1600, but ere at chess.com I can't even reach 1000.

It depends on what time controls you are talking about. There really isn't a very good correlation between the different ratings as the pool of players is different and depending on time control, the styles of play may be different.

There have been a lot of threads about and probably the closest rating to OTB Regular ratings, is the Live Standard rating/

I suck at blitz for the most part and I have a little over 1200 (recently a few 3,+2 blitz games). I'm a little over 1600 OTB but all of those games are G/60+ and the most recent performances were G/90,+30 and G/110,d5. Apples to oranges.
