You might retitle your thread: Greatest upsets (as measured by ratings difference).
It is an interesting topic. The problem is that many ratings are wildly inaccurate. (For example, I see that there is a Sergei Golubev with a 2003 FIDE rating.)
Here is one article I found on big upsets:

He focuses on quality games rather than speed chess wins or games decided by simple blunders.
Does anyone know what the most lop-sided victory for one player is? That is, the greatest rating difference but the player with the lower rating wins (or perhaps draws)
Here are a few I found.
Aaron Reeves (USCF 274) vs James Critelli (USCF 1694) Marshall CC G/60 8/6/2003 1-0
Jay Bonin (2408) vs Serguei Gouloubev (1192) Manhattan Chess Club 9/28/2000 1/2-1/2
Natalie Anumba (505) vs Dragon Vujcic (1792) Manhattan Chess Club 3/9/2000 1-0
Benjamin Blium (1036) vs Boris Privman (2332) Marshall CC
7/7/15 1/2-1/2
