No, but at one point you asked:

We are trying to explain how.

People rated 1650 lose to people rated 1550 all the time.  It is not impossible, though unlikely, for a 1650 to get a draw against someone rated 1169.  Perhaps the 1169 had a good day or was under-rated.  Perhaps the 1650 was having an off day.

No one is saying you haven't.  Until you give us the details on any more games you've played, however, we can not make use of those games to help us deduce your playing strength.  I've played well over a hundred rated USCF games.  If I don't tell you anything about any of them, you have no way to estimate my rating.  If I only tell you about one or two of them, there is not sufficient information to provide you an accurate estimation of my rating.

But anyone can access his playing history very easily by going through his profile. When he mentioned those two games, they were clearly as examples; he never implied that they were all he had played. No one has to depend on or wait for him to divulge his other games, when anyone can so easily gain that information and be able to answer his question.

He made that estimate based ONLY on the ratings you provided, ignoring the games you actually played.

Besides, 1250 and 1169 are pretty much similar strength. Draw is quite possible. It IS however a fair bit lower than 1550, so lose, yes.

My USCF rating is 1524 (possibly higher now). In the last tournament I participated in, I beat a player rated 1650 and another nearly as high. In the same tournament my friend who has a similar rating to mine drew a 2000+ (by stalemate too; he had three bishops, two knights, rooks,  but felt sorry for the kid). Just as recently, I also lost against two 1100s.  I'm not alone in this. It's not unheard of to lose to someone of a lower rating. People have bad days and good days. On another note, the general consensus is that your USCF is about 200-300 points lower than the one on chess.com, and that live ratings are similar to it.

 Ok, but i was having a decent day when i lost to the 1550 and so was he. The day after next i was having a decent day when i drew to the 1169 and so was he. Explain that! (I like your thinking though)

A general rule of thumb I go by, anyone can beat anyone once.  Two games means nothing.  You can have the upset of your life and beat someone many points higher than you, but it means nothing about your true strength.  Play 100 games and figure it out.

Ok i got a win against a 300,400,500 rated people and have losses against 1300 and 1500 and am 0 wins 1 draw and 2 losses against 1100 what is my rating?

See, with that kind of a question, you won't be taken seriously. If you want to know your rating, then you have to actually play many hundreds of games. That's the only way you can find out.
