referee doesn't know the rules

one day I was in a tournament I'll go straight to the point there were two players right besides me and the position on their board was a statement cause white has no legal move, its whites turn, and white's not in check. The referee came and looked at the position and said black won. I was shocked and I said no that's a stalemate and the other players in the tournament thought so and agreed with me. but he had this to say and I quote (bisaya)"oo pero daghan pa man ug pieces si black so daug siya" (English)"yes, but black has way more pieces and materials therefore black is the winner at this point I wanted to slam the chess rules book tho that referee keep in mind in this tournament it was the semi finals on who can move to the division levels so there were only about 8 players in that room 4 male and 4 female players in one small room along with the coaches and the players were around the ages of 8-12yo because it was an elementary level tournament so the referee was probably a MAPEH teacher (MAPEH stands for Music Arts Physical Education and Health mostly sport coaches in schools here in the Philippines) along with all the other coaches are also teachers. and I didn't know what was up with the coaches because they didn't even react and we all just somewhat agreed because we were kids. the table this this occured was at the girls League btw. anyways what are your thoughts on this

Now that I understood what happened, I have a couple of questions.

Do you actually have a copy of the rule book? It would be good to get one or print out the relevant sections before you make a protest.

How long ago did this occur? Did the next round(s) or the tournament already occur?

What does it mean when you say that it determines who goes on to the division levels? It that a local tournament? Does it involve your whole city or district? When it gets to a higher level, I would hope that the officials are more experienced. Who are they? It is possible that if you find out who is running the higher levels, you can contact someone who can help you get this matter sorted out.

I once had a tournament where the position was king and Queen vs king and the arbiter declared it a draw because he thought that since Kings couldn't capture each other, they could go next to each other,
