Regaining FIDE rating after becoming unrated again

Hi,

Apologies for the long post but I do need help here! My kid got his initial FIDE  Rapid rating in March 2022, but he lost it over the next few tournaments, and became unrated again in the list of March 2023. However, his performance improved soon after and he won 11 out of 23 matches against rated players with average rating ~1200 from March 2023-May 2023. According to FIDE rules, a delisted player is treated the same way as an unrated player. So, if I consider the average of all of his matches played over the last 24 months, and do a quick calculation, he should have received an initial rating again in April'23 itself. However, even in June'23 FIDE list, he is unrated. All of the matches that he has played are correctly displayed on the "Individual Calculations" tab of his FIDE profile page, so I don't doubt results not being uploaded properly. I am attaching a summary of his FIDE matches' results here. Will truly appreciate if someone can do a quick calculation for him and let me know why he has not gotten an initial rating again.

Understand that FIDE does not publish ratings below 1000. Based upon performance, rating dropped under 1000 in Feb, falling further in March. Subsequent performance has not increased rating enough to break 1000 again.
