Reseting chess rating

I think it would be great if reseting of Chess rating would be allowed. Maybe blitz, bullet, live score, online chess. At least one of these should be. I suggest a player should be able to reset at most two of his chess rating once

Why? Resetting a rating really doesn't do anything for you. If your playing strength is higher/lower than your rating, then playing more games will get you to something more accurate. And if your strength isn't any better, you will eventually settle to something close to where you are at anyway.

I see from where you are coming, but allowing people to "reset" their ratings would just make it so that no one is below a 1200 rating. Why would anyone want to accept their losses when they could just reset over and over? Also, the ELO system is designed to allow good players to climb the ranks if they are truly better than their rating reflects. A rating reset is not needed nor wanted.

I started bad, which is due bad Internet which affected my first 10 blitzes . I thought I would be able to reset the scores.

You could make a new account, but that is unnecessary. If your internet is affecting your matches, then resetting your rating will not help that.

"Starting bad" doesn't matter.  The best way to get your rating where it should be is to play chess games.  Self-solving problem.
