resign vs draw

I had one opponent who offered a draw 4 times in one game after losing his queen and a rook for a knight, it was very annoying...

when people dont resign, i just take the time to practice the endgame. (maybe pretend i dont have one of my pawns or something.

Incorrectly phrased question. "declining to resign" should be re-phrased "continuing to play" - and then obviously the answer is "offering a draw facing overwhelming odds against"

Maybe I'll promote all 4 of them before I try checkmating him...
