This can happen because black realizes he will be mated within a couple of moves and there is nothing he can do to stop it. It can also be because black realizes he doesn't have enough material to mount an offensive and it is obvious that white (baring any glaring errors in play) will eventually defeat him.
i have been looking at past chess diagrams and in some of them it says for example
R.h8 black resigns and what does it mean because in the diagrams the opponent isnt checkmated.
also in some of the diagrams it simply says .e3 with no piece indication what is it referring to?
