The question is, does one need talent to be able to resign appropriately or is it a skill that can be acquired through 10000 hours of deliberate practice?

I think that is the mate is a beautiful one, you should let your opponent play it out. However, if the mate isn't so nice, or you just want to end the game there, just resign.

What makes me mad however, is when my opponent sacs pieces to prolong mate.

Though resigning in a hopeless position is not at all shameful, there is little more enjoyable than figuring out the long slow way that your opponent has no idea how to mate with a Rook & King.
