I just did a wiki on Ben Finegold and I am surprised that no one has mentioned some key details in his development:
1. Born in to a chess family
2. USCF Master at 14 years of age
3. Life Master at 15
4. Senior Master at 16
5. International Master at 20
6. Grandmaster at 40
If someone would start getting a Master title in their 20s, and we used Finegold's progress as an optimistic model for progression, what is the soonest age that our latebloomer would attain the GM title?

To me this is like the previous mentions of the Polgar sisters: they were introduced to chess at a very early age.
As for the "how" question, your guess is as good as mine.

The point of making them public is that I hope it might help me to achieve my goal:
(a) By helping to motivate me. I'm motivated by the comments I receive on my website, here and elsewhere - perhaps even more so by the negative ones. I've also eliminated the option of getting to, say, 170 ECF and then calling it a day - that would be too embarrassing!
(b) By encouraging other people to help. More experienced players might comment on my games, or give me advice, and Chessbase have already generously helped me with a free Playchess membership and a DVD.

Sure - 170 ECF is a good level. I only say it would be 'embarrassing' because it's such a small improvement (just 8 points above my grade from last season), and the clearly-stated aim is to improve a lot.

- 2000 FIDE is your working goal
- 2100 FIDE is your ambitious aim
- 2200 FIDE is your extremely ambitious aim

The real reason why this effort is doomed is no GM has ever had an improvement blog when they were 1800. In fact, has any blogger ever improved past 2000 fide?

2000: Hobby player
2200: Hobby, use ALOT of time studying
IM/GM: Life dedication
Depends on your access to tournaments- part of a rating is playing enough that your actual chess strength is reflected in your rating. If you live somewhere where there are no strong players, it could take a life dedication to get to 2200.
For places with easy access to chess 2000 is definitely doable as hobby with a bit of talent and perserverance.
I did a quick search on Amazon and came up with "The Feingold Cookbook for Hyperactive Children." Doesn't sound right.
