Take the time control plus its increment and delay/add them. If that is greater than 29, then the game will impact your regular rating.
The following are all dual-rated and will impact your regular and quick rating.
G/30, d0 --- 30 + 0 = 30
G/25, d5 --- 25 + 5 = 30
G/30, d5 --- 30 + 5 = 35
The slowest time control that will not is G/29, d0 or anything with main time + increment/dealy less than 30.
