Betting on other games is considered gambling. Gambling is illegal.
That's the short answer.
Or chess.com could run a blind pig

Unfortunately a lot of things that people do "for fun" are illegal.
It is an interesting idea. Ignoring the legalities (which probably preclude it here, since chess.com is based in CA, USA), the only way it could work is if groups of collaberators and chess engines were explicitly allowed, else cheating would be rampant. If so, it would probably be similar to playing poker in a casino (real or virtual): you would find the strongest "hybrid entities" at the tables (boards actually...) with the largest stakes.
It would also probably produce some really interesting and high quality chess, and it wouldn't at all surprise me if a marketplace of "investors" looking to back one or more hybrid entities cropped up, sort of like sponsoring/hiring gladiators for the chess arena. It would be very interesting to see how the economics of all that would work out and if someone could make a living at it.
