that happened to one of my bughouse games but instead of no moves we played some moves and I had 1:64 minutes when my opponent and partner flagged at the same time. (btw we some how won)

It is bughouse, but based on the screenshot, neither white player made their initial moved, so both clocks would have hit zero at the same time.

It probably should be treated like a double forfeit and loss. In a bughouse tourney, you wouldn't want that to give both teams half a point in that situation.
