Studying master games is definitely helpful, but especially for lower rated players, NOT the main/only way to improve.

 

Most master games will not have the typical positional mistakes and even tactical misses that players <1800 make in every game, repeatedly. And thus, if you only study master games, you will not know how to punish these mistakes, nor avoid them. 

 

A-B class players and above should probably studying mostly master games, but C/D players and below will find that level of play not addressing the problems that most limit their performance, and thus won't improve as quickly as they should. Doesn't matter how well you understand the 'bad vs good' bishop battle in a master game if you either miss the 3-move combo losing material before it, or push a central pawn incorrectly and thus make a positionally failed setup.
