It’s really annoying when they do that. Just report them for stalling and move on.
Problem is, what constitutes stalling?
5 seconds?
20 seconds?
1 minute?
1/2 the time control?
Now if I am mince meat with no recourse, I will either resign or play really quickly and rely on them screwing up, like stalemate, or timing out.
If there is at least some slight hope, I will surely play on. That said, you could play an unexpected move with 6 1/2 seconds on my clock, and in the time to react and consider, my flag falls. 6 1/2 seconds is not unreasonable.
I have played a 5 minute game and taken 2 full minutes on one move, or a 3 minute game and spent a minute 20 on a single move, and won in both cases. That's not stalling, that's using your time in a different manner than your opponent, taking one long think.
I do not see how you can penalize stalling unless it is blatant, and there is no automated way to do it. Let's play Devil's Advocate. You put in a rule that if timeout occurs with over 5 minutes on the clock at the start of the turn, you are put on a list that only matches you with others on that list for a month. Well, what stops me from, in a case of mate in 2 with 10:31 left on the clock from stalling to 10 seconds, play the first move, and then let the clock run out? It will never pick up because my stall to time was with 10 seconds, not 10 1/2 minutes!
So while it sucks, it's a case of "not much we can do until we see a routine pattern from this user and block him manually". So suck it up, butter cup!

The ones who stall out of spite are annoying, but I also have a hard time with the people that yell at me because I took their piece "when it was an obvious mistake". Or they want a draw because they had a mouse slip. If I am rated higher than them, I will lose points accepting a draw. Chess.com does not have a way to ask to take a move back, and allow it if the other player consents, so no matter what the board can't be changed, yet I am somehow responsible and horrible for deciding to accept reality and keep playing.

Yes, its quite easy to win games like that if your time controls you main are Blitz or Bullet. I've won my fair share of games down a queen, 2 rooks and a couple minor pieces. Ask any Rapid or Classical player being down 10 to 20 points of material to sit around in an absolutely dead position where you opponent has 5+ minutes on the clock. You're not winning that and it's pretty depressing (although sometimes if the person starts to spam promote queens or something I will try for stalemate)
I understand your point for Blitz and Bullet, but if you're addressing it to any other time control above 10 minutes please rethink it
