That's interesting. I don't oppose having something like that, but I think it would be unecessary with the above method. Also, I wonder if that idea is similar to the Ping idea on ICC (I don't know what that does actually, so just curious).
i don't agree agree at all. disconnection comes in plentiful reasons. many of those are actually out of players control. anyway, when he/she disconnects, he/she losses on time. i dont see any problem with that.
Well, here in Nepal we dont have the privelege of good internet connection. And powercuts are common. Cut in either power supply or internet connection results in disconnection. Actually, I dont care about winning or losing or improving in chess so losing is not the problem, but the main problem is that it would annoy the hell out of my opponents. So sorry in advance to all those who have experienced this disconnection issues while playing with me.
It's been a while since I looked at this old thread, but I just had one more thing to add. Obviously, disconnection is a real issue. Even with my supposedly fast and stable connection (if I am to believe my provider) has caused me to lose many games.
If I see that my opponent has a bad connection, I almost never assume that they disconnected on purpose. Having said that, it is really obvious when someone has a full internet signal showing and they disconnect immediately after a blunder. That's what I'm talking about. I'd still love to see my button be part of the system one day, but I know I'm just dreaming! :)
I've been playing a bit of blitz on my iPad late at night in bed. Sometimes I fall asleep and lose on time.
Does this behavior trigger the fair play warning?
Well, most of the time you know whether it's a cheater's disconnect or not: losing a queen, about to be checkmated, etc. If someone is clear in a better situation while being disconnect, I would think it's a true system failure.
Chess.com needs a rating system like eBay, people can give cheaters bad rating and people have the rights to refuse playing with someone with low credit rating and now credit history.
The game is recorded, it's very easy to tell if the disconnect was intentional or not.
I just finished a game. The guy was clearly beat, offered me a draw three times. When I refused he timed out for 10 min. Does this happen often? This is not the first time this happened to me.
They've already taken action. The worst offenders are in a seperate pool of players where they have only their fellow miscreants to annoy. Check it out:

*eyeroll* Yes, because they should ban a whole country simply based on your bad experiences.

Good point, all of eastern europe should go too.
I should add that I'm not saying that FP violations are the end of the world, but they happen enough that it's pretty annoying.
The suggested method shouldn't affect anyone except violators, so I don't see the problem in implementing it. Chess.com already must have some kind of auto-calculation going on with their system, so they don't even have to create a new system, just add some functionality to it.
It is simple, practical, and likely to be an effective addition to the current system.
