In an open bullet tournament a 600 rated player ,manages to score 6.5/9 defeating all the 1200,1300,1400.1500.1700 what is this going on? although he lost to me! hahhaa!

It happens. Bullet ratings do not mean that much actually. 

Specially in tournaments you can see a 700 playing very well and scoring many points.

There's many possible explanations for that, some legitimate, some not.

because it very convenient to use. when i tried playing on the website version i lost all the matches on time because the V3 is just not meant for play. on the website version premoving becomes a liablity for me.and sometimes the pieces dont move and many times i was not able to castle so i gave up playing on the website version and instead turned to an alternative. using chess.com app on bluestacks is just awesome except for some app crashes it works wonders. no issues at all.

great to hear that. i checked his profile and found he had a highest rating of 2200 in january 2017 and fell to 200 within 10 days. just impossible unless the guy is a retard.

he does that on purpose and he is not the only one here! i know many of them who lose games on purpose and then come to tournaments with low ratings and when they win they are like................................

Then they'll continue to get away with it.  If that's sufficiently concerning to you, you will feel like reporting it when you see it.
