“The Average Joe”

I know there isn’t an exact answer, but, how far can “the average joe” get in chess? Is a rating of 1700-1800 attainable by most with hard work? I don’t play tournaments, so I don’t have an appreciation for the different ratings.

B class 1600-1800 rating

Except Russia of course where the "average joe" 2000-2200 rating
