Very very short summary of the difference (I think from Dr. Max Euwe):

Tactics is what you do when there's something to do. Strategy is what you do when there's nothing to do.

Or:

Strategy requires thought. Tactics requires observation.

My definition: If you can see the end of a specific series of moves, it's tactics, otherwise it's strategy.

I'm not sure which came first, but there is parallel with military terminology.  Missions that are set and completed at a low level are on the tactical level, while missions that are set by the upper echelons of leadership and are completed by large organizations take place at the strategic level.
