If you are low on time you could look for any good moves when it is your opponents turn. If he moves fast though and you really don't know what to do just try to find an ok-move as fast as possible. As long as you don't blunder, you used your time efficient. And you are right especially in bullet it happens a lot people start to play defensive moves/trying to safe the king when being low on time. If you do this and try to stay calm I think this gives you a good chance to make the best of those final 20 seconds :)

Hi guys? I just want to ask if really people usually think on moves when they play their last 20 seconds of the game due to the flying time? Or usually people are just play any random moves around the king as just protection to assure that they already win on time?? Do you guys really concentrate and focusing as the beginning of the game? How guys to move my pieces normally as it is in the very beginning of the game, and not be bemused of the running of time? Thanks!!
