Yes that's new ! And before that , like 2017 any illegal move was instant loss (blitz and rapid ) !
Also 4.6.1 you mentioned was just RECENTLY (couple of years give or take) implemented! Most ridiculous rule ever, before that if you didn't push your pawn to an 8th rank - ILLEGAL move !!! Time punishment! And before that INSTANT loss !
It's ridiculous because it was very uncomfortable and unnatural for everyone , especially in blitz push your pawn to an 8th rank and only then place a piece, every one did NATURAL thing push pawn to the 7th rank and next move just take the pawn of from 7th rank and place a piece on 8th rank , BUT FIDE punished for that , because your pawn didn't formally reach or touched 8th rank , BIT WHY what's the point any way !? So now after almost decade of punishing people they finally realized how it should be.
I think people who create rules don't really play chess regularly, that's where trouble comes from
Idc about how I promote I just do it however I feel like it. If my opponent complains to the arbiter then I'm gonna lie and say I did it the right way

Looks like it was before July 2014 (at least I could not find the list of various ways of promotion so I think the pawn had to be physically placed on the farthest rank) but even then a player had to make 3 illegal moves to lose the game automatically:

Rapid and blitz.
Even today Grandmasters follow unintentionally this ridiculous rule, you can see them touching an 8th rank first , before promoting.
FIDE always comes up with some ridiculous stuff.
Improve in chess.
Nothing we can do about other things.

Every time you promote a pawn FIDE said now you lost a game! It's an illegal move your pawn didn't reach an eighth rank ! So you are lost ! Everyone said it's common sense you will place a piece there anyway so what's the big deal !? FIDE said no no no its a loss !
After they changed from loss to a time punishment, but STILL making it an illegal move! Punishing people for not reaching an eighth rank with a pawn before promotion!
And now all of a sudden they like OK who cares, if it's uncomfortable maybe you shouldn't reach 8th rank anymore just place a piece straight up.
Isn't it ridiculous punishing people for it and now they finally realized common sense? Gosh took a while for them .....
