Rating are a measure of a player’s recent performance. There is some correlation with skill and if the rating is based on a sufficient number of recent games, it’s probably a decent proxy, when it comes to overall performance. However, it’s possible for someone to play much stronger than their rating would indicate, in much of the game, but their rating may be due to trouble in the endgame or clock troubles. In such cases, rating only tells part of the story when it comes to strength.
