Well, it appears that chess.com does not use recognition as an independent state to decide which flags to include. Scotland and Hong Kong are represented with their flags, while the Republic of Abkhazia, which is recognized by four UN member states, is not.

It counts in proportion to the amount of members that recognize it. So .5%.
