here lately I wait and wait and wait and I changed the time limit of games and I wait and wait and wait and there are no matches to be able to play
If you have changed the time to so ring like 5 mins, then it is unlikely that anyone would happen to want 5 min at the exact same time as you.
Otherwise, well, you mustn't be doing something properly, or maybe tour wifi is faulty, as it works fine for everyone else.

That is awesome that you know it is working fine for everyone else. You must know a lot of people.

What do you have your settings on? Make sure your time controls are one of the standard ones and have your rating range as wide as possible.
In order for the system to pair you there has to be someone looking for the same time control you are, at the same time, where you fall in their rating settings and they fall within yours.
Also, if you have a lot of lag, the system will try not to pair you with someone that has a good connection. So that may potentially play a part.
It works for me, it works for about ten opponents I have played, and if it was not working, would there not be hundreds of people calling an outcry?
And the fact I can watch dozens of games.

When we get paired up are the pairings device specific? Or can anybody play anyone no matter what the device. I ask because sometimes it seems like it takes longer when I'm using a handheld or tablet, than it does on the PC. I wondered if I had to wait for someone who is also using an iphone or something.

Client doesn't matter but lag/latency can limit the available players.
