yeah, offering a draw is a feature and doesn't deserve blames. He could have disabled the draw offer for the game if he was annoyed.

time is an issue. only in real life tournament a referee can impose 1/2 if the one with more time refuse playing (do just move to pass the move to the opponent)
here you need to consider play faster on increase time of the match. Maybe if you dont stay to ask draw you have enouph time to won on table.
Its life on the board.
PS: you can play with increment to have more time for the endganme

I know,but I was training for a tournament which is 10 min only,no increment.

If you want practice bullet and blitz is better then min rapid is more of knowing when to think not just what to think
bullet is not for practice...is for destroy the brain... is more for internet connection, computer RAM and processor...is so few thinking... you need to be real player in order to play proper in bullet...without thinking...just talent...play by the hand not by the player
