yeah, offering a draw is a feature and doesn't deserve blames. He could have disabled the draw offer for the game if he was annoyed.

time is an issue. only in real life tournament a referee can impose 1/2 if the one with more time refuse playing (do just move to pass the move to the opponent)
here you need to consider play faster on increase time of the match. Maybe if you dont stay to ask draw you have enouph time to won on table.

So,I recently played a rapid game on chess.com at 1900,and I lost.I mean fair enough,my opponent was better than me and he won fair and square,however,in the game,I have requested draw 2 times,which I considered normal,plus the position was quite equal in my opinion first(also I put the position on stockfish and as I said,it was equal)and THEN I gave him an option for a draw when I was winning,because I didn't have enough time.What did he/she do?Won because I had 5 seconds and blundered a pawn,and then he sended me this:

If you want practice bullet and blitz is better then min rapid is more of knowing when to think not just what to think
