you should at least give us the context (which i can guess):

you were playing a live chess game then white ran out of time, which brought up that message. am i right? i know i am.

I see, it calls it a draw because I didn't have enough material to mate. Are these official tournament rules?

yes! the point is that YOU don't have sufficient material to mate, so you don't win even though your opponent's time got down to zero.
