blocking just means they can't type stuff on your forum topics or notes. Idk if they can message you, I've never found anyone annoying enough to be blocked.

Yes, they actually can't even message you if you block someone, and you won't ever get matched up with them in a chess match.
And if the block button is not giving you feedback then I believe you can manually check if someone's entered your block list or not. Just go to settings>blocking and see if the username appears there.

I've blocked someone just how you showed, then checked 10 minutes later on their profile to see the 'unblock' button, meaning that I had blocked them. If it doesn't work for you, either chess.com did an update between when we did it, or there's a bug.

This is a lot worse than most sites. Why is it that whenever I start a game, I get a pop up telling me my connection isn't strong enough, but then when I press <play> again, the site immediately starts searching for an opponent?
