It is no new system. There was some problem with many lower rated players. So they increased ratings under 2000 and raised the rating floor to 1400.
Thoughts on the new FIDE rating system??

I don't know if it's gonna help because the only thing it changed is increased the floor to 1400 instead of 1000.
