Why get upset if they don't resign?

They are either:

a) Hoping you mess up and they are back in the game

b) trying to make you mess up so they are back in the game

c) learning how to play when disadvantaged

d) they don't know it is a losing position, and you could be wrong about that, anyway.

The only player I resign to is my bff, we have played so many games I know he won't mess up.

As a noob I only resign if I gtg and the opponent won't accept a draw. I give almost anyone a draw if only 10 or so moves have been played. Chess is a fun hobby, no need to let it mess up your real life.

high rated players mess up, don't kid yourself.

Letting the clock run down to zero in lost positions is pretty poor etiquette, and all too common.

If they aren't intentionally playing slow, I have no problem with people who don't resign.

But every now and then I like to have some fun with it. Kudos to my opponent for letting me play it out this far honestly
