Timeout vs Rating

When do one get rating for timeout of the opponent? When will one lose rating for timing out oneself?

If one timeout, he will lose rating as if he was mated, and the opponent will get rating like if he mated.

That's for both the players? The one loses, the other wins?

If one loses the other wins.

One will gain rating points and one will lose rating points. There is one situation of another rating outcome. If the winner is rated much more than the loser then there is no rating change for the winner.
