Yes, but it's about as enforced as a speeding violation, unless you blatantly do something deserving of a ban like use them to play each other and boost ratings, or bypass a mute and do what got you muted.
Many friends I know have a couple alts.

Plus I got my account approved, they approve like everyone unless you have a ton of accounts.
