My son played a tournament game in which he completed a move and did not immediately hit the clock. His opponent intentionally touched a piece and completed a capture, but then reset the pieces and moved a different piece. When my son called “touch move”, the opponent stated that touch move does not apply because my son did not hit the clock after his move. My son did not dispute this and the game continued. (My son eventually won) I told him, of course, that he should have asked for a ruling from the tournament director. So my question is, if he had asked for a ruling, what would it be? The touching of the piece was not in dispute. If my son’s move is not complete until he hits the clock, then the opponent is not allowed to touch a piece until my son’s move was complete. Correct?
I'm not going to check the rule book for this one, but it feels like what his opponent did was legal. It wasn't his move, as your son hadn't hit his clock yet. If you touch one of your pieces on your opponent's time, I'm pretty sure you aren't required to move it.
