In endgames the 2 rooks are normally stronger than a lone queen. It all depends on the context of the position.

Usually it's a desirable exchange as long as the rooks and any other pieces are coordinated, and the king is fairly safe from checks

Long answer : depends

Short answer : two rooks=10pawns vs 9pawns , two rooks stronger, but takes more experience and knowledge to control them . In other words two rooks are better, but harder to control.

I would say it depends on the field, if the board is empty then you will checkmate easier and quicker with two rooks, if the position is very complex, then the queen is better as she can move better between pieces, while the rooks will be limited in their movements.
