Two Rooks are worth 10 points and a queen is worth 9 points. Which option is more better in endgame?

Depends on concrete position. Amount of pawns, quality of pawns, king safety etc.

Typically 2 rooks I prefer in just an endgame with no pawns or minor pieces, but you have to be careful to keep them on the same rank so you are not forked.
