Swearing, unless it was very severe isn't enough to get an account banned. Muted maybe but not banned. Accounts get banned for things more extreme than that.

But if it was for a bad enough reason, coming back without official approval will often mean getting closed again very quickly.

That absolutely does not matter unless the member violated the TOS in some way. Accounts do not get closed just for being reported.
