USCF Norm-Rating Disparity

Does anyone else think that USCF’s norms system is a little bit unfair? In the Glicko manual, it states that 4th Category norms are impressive for a 1200, yet I know 1400-1500s who can’t pick up the norms for the title. In the grand scheme of things, they’re miniscule titles, however, I do find it interesting.
