Or maybe, he was just an awful TD, although if that was the case then every TD would be suspended

That's a long time. Are there warnings given before a sentence like that is doled out? Must have had a smoking gun as evidence, or a confession perhaps, to dole out that punishment.

A tournament director determines the pairings and the colors for each round. Those pairings and colors are pretty much determined by well known formulae. If a TD continues to ignore the proper procedures, he will probably be suspended.
So in other words nobody has a clue.

There is also the possibilities that the TD was not submitting correct results, not paying out cash prizes as advertised or skimming the prize fund.

Maybe he uncovered an Illuminati plot to corner the chess market on elaborate decorative cheese chess pieces, so they sent him to the Siberian Ozarks.
