You can't stop it from happening completely, it's more about maintenance.  Chess.com dedicates some resources towards banning cheaters.  The great majority of players don't cheat as seen by the blunder rate of the average player.  I'm not sure what the ceiling here is for legitimate players.  Maybe around 2500 or so.
