conflict of interest...in the justice system a judge would have to excuse themselves from the bench if he or she have any knowledge towards the prosecutor or defender ...same would hold true towards staff members being acquanted towards the creation of V3...they are biased and would always vote yes to V3...

V2 is less problematic. V3, however, is too stuffy and doesn't run as well.
Every good artist knows, if you add too much detail, it ruins the picture.
As the saying goes: "if it's not broke, don't fix it."
